Advisory Board Invites Comment
The Animal Control Advisory Board is requesting public comment relating to the issues of tethering
as a permanent means of confinement of dogs.
Since 2007 the Animal Control Advisory Board has been reviewing information regarding issues associated with aggressive dogs. The adoption of the County’s Dangerous Dog ordinance was a step toward dealing with this very serious issue of aggressive dogs. Studies show tethering as a primary means of confinement leads to aggressive behavior, increases in the chance of a dog bite injury as well in many cases subjects the pet to the extremes of weather without sufficient shelter.
The advisory board has received presentations from organizations and reviewed hundreds of ordinances regarding permanent tethering. Ordinances prohibiting tethering are becoming common throughout the United States with many North Carolina jurisdictions adopting such codes. Currently non-profit organizations exist to assist people with the cost of fencing or other means of confinement for their dogs.
